As we all know, there's been a dramatic rise in carjacking in DC over the past few years, and a particularly dramatic rise in carjacking by juveniles, many of whom are not even old enough to have a driver's license yet.
Ward 6 Councilmember Charles Allen will moderate a panel discussion on the motivations that lead youth to carjack and the options the District’s justice system has to hold them accountable for their actions.
